The bill also stated that Kentucky students who want to take part in sports would need to provide proof of sex on their birth certificates and an affidavit by a doctor confirming that they have provided this information.

In a letter, Beshear stated that the Kentucky High School Athletic Association encourages transgender students to participate in sports without discrimination.

Beshear wrote in a letter that Senator Bill 83 prohibits transgender children from participating in girls’ and women’s sports. “Senate Bill 83 does not present any instance in Kentucky where a child gains a competitive advantage due to sex reassignment.”

KHSAA rules allow student-athletes to participate in sports that are geared towards their opposite sex only if they have had hormonal therapy for a specific length of time and been legally reassigned. This can be shown by a passport, birth certificate, or other medical records.
